10-year Residence Permit in Greece

10-year Residence Permit in Greece constitutes a separate category of those residence permits in the Republic which are covered by active Law 4251/2015. 10-year Residence Permit in Greece is provided to third-country citizens who at the moment of making such Residence Permit have already legally lived in the country for at least ten years and caused no causes for concern on the part of law-enforcement bodies dealing with public security, constitute no threat to the health of country’s population, and are able to maintain their full medical insurance.

Legal ten-year residence of a foreign citizen in Greece can be confirmed by respective documents issued by the following agencies:
a) Divisions of Greek police dealing with foreign citizens, in accordance with Law 1975/1991 (a written response shall be issued against an application by a foreign citizen);
b) Divisions of the Service for recording unemployed citizens (OAEΔ) in accordance with Presidential Decrees 358 and 359/1997 (green cards);
c) Municipal authorities of the country’s regions and Ministry of Internal Affairs upon enactment of the Law 2910/2001.

In accordance with the circular note of the Ministry of Internal Affairs attached to the effective law, in case an interval between resident permits does not exceed three months, there is no need to calculate period of residence in the territory of Greece for the purpose of determining a ten-year period.

The above residence permit shall be granted to adult persons at the age of over 21 years, family members of third-country citizens, provided their continuous ten-year-long legal residence in the country can be documentarily confirmed, without necessity to prove sufficiency of funds for living. It means that an adult child obtains no rights on the basis of the parents’ residence permit and must have an evidence of his independent residence in the country during the previous ten years prior to applying for residence permit.

In cases persons obtained personal residence permit prior to enactment of the Law 4251/2014 and recorded their underage children in that document as dependents, such time interval shall as a rule be taken into account for already adult children in the process of calculating the time period required for obtaining the 10-year Residence Permit.

10-year Residence Permit in Greece shall be granted by the decision of General Secretary of the Region in accordance with candidate’s application with a Municipal authority. Application shall be accompanied by:
• three colour photographs;
• accurate copy of valid passport or other travel document;
• certified copy of previous residence permit;
• duty in the amount of EUR 900.00 which shall be paid at the moment of filing an application for the 10-year Residence Permit in Greece;
• certificate issued by competent authorities confirming total time of legal residence in the country (over ten years) or accurate copy of previous resident permits confirming total ten-year-long legal residence in Greece;
• certificate of insurance covering medical expenses and pharmacological aid or certified copy of book from health insurance fund, in accordance with legislation;
• documents confirming execution of tax obligations, in accordance with the Law.

Please note, that in accordance with active Greek legislation, a third-country citizen as well as his family members shall file documents for obtaining the 10-year Residence Permit in each case individually with a required package of documents depending on the type of residence permit previously obtained thereby and on the current purpose of filing an application for the 10-year Residence Permit in Greece.

It should be noted, that Ministry of Internal Affairs of Greece has approved a document regulating legal aspects of third-country citizen employment and providing for the right to any types of activity – both, independent economic activity and hired labour – in the territory of Greece. A holder of the 10-year Residence Permit in Greece requires no special authorization for conducting labour activity. Such Residence Permit provides a third-country citizen with constant access to labour market in the territory of the country.
