The obligations of the Greek State, arising from the regulations of the European Union, require immediate action, which will result in very significant changes in the current process of issuing residence permits for third country nationals (TCNs), legally residing in the country our.

The issuance of residence permits for third-country nationals residing legally in Member States of the European Union, under the type of stand-alone document (card immigrant), is now obligatory. According to the provisions of Regulation (EC) 380/2008:

(A) the residence permit will take the form of an electronic card (ID1) and no sticker (Vignette) and
 
(B) the separate document will include two biometric data, namely a digital facial photograph (passport type) and two digital fingerprints, as well as integrated circuit radio frequency (RF Chip), as the storage medium.

The adoption of these stand-alone document in conjunction with the large administrative restructuring brought about the "Kallikratis" directly creates the need for a gradual transformation of the Immigration Service in the Devolved Administrations to "one-stop shops» («one stop shop»). This transformation is warranted in view a) the collection and management database (DB) exclusively from authorized institutions, b) the necessity of strict and adequate security measures and control of procedures for the collection and management of biometric data, c) the need to reduce time to issue residence permits and d) providing comprehensive and satisfactory services and adequate information to traders about their affairs.

The transition from the dual system, which currently applies to 'one stop shops', in the context of decentralized administration, it should be done gradually in order to have the necessary time to prepare the Devolved Administrations.

For the conversion of Divisions and Departments Immigration into one-stop shops, there should be a corresponding preparation so the citizens do not experience any malfunction or defect. These services should perform the following functions:

A)   they should welcome the public, both third country nationals who come for submitting applications for the renewal of their residence permits, taking biometric data, extra documentation, searching the path this examination and providing information , and their Greek employers seeking to engage in the process of engagements. It is clarified that the collection of biometric data will be done in each case by the Department of Immigration, even before the transformation of the service one stop shop.
B)    have sufficient staff for rapid examination of the file, the issuance of a decision and sending relevant information to our Ministry, electronically.
C)    invite the persons concerned, in order to deliver them the Printed residence permits.
D)   have sufficient staff to carry out other responsibilities of the service (eg support the views of the Administration before the courts, conducting engagements, correspondence for family reunion, etc.).
