This regulation concerns persons residing illegally in Greece and gives them the opportunity to obtain a residence permit on humanitarian and exceptional reasons.
Under Greek law, these individuals may be members of a Greek family, school students in Greece, people who have health problems, long-term residents in the country, having expired documents and others listed in the law.
The spouses of Greek citizens, as well as children and their parents when filing the necessary documents, receive "Blue certificate", a blue certificate is proof of legal residence in the country. Third country nationals studying in schools in Greece and Greek school graduates who have completed at least six classrooms until the age of 18 have also the right to a residence permit on humanitarian grounds.
Third country nationals who stay illegally in the country and have health problems that have arisen in Greece or those who possess legal documents that have expired, have the right to submit the application and supporting documents to the Ministry of Internal Affairs of Greece, with a view to obtaining residence permit for exceptional reasons.
