Long-term resident residence permit – type M1

The M1 residence permit, also known as long-term resident status, is one of the most stable and favourable forms of legality for third-country nationals who have built a long life in Greece. It is a status that not only ensures legal residence, but also provides significant advantages, both in terms of personal rights and European mobility.

One of the main benefits is the ability to reside and move to other European Union member states, for purposes such as work, studies or vocational training. At the same time, the holder enjoys equal treatment with EU citizens, on access to employment, vocational training, recognition of qualifications, social security, the provision of social services and goods, housing, the right to join associations or organisations, as well as certain tax facilities.

Conditions for obtaining the status

In order to obtain the status of long-term resident, one must have resided legally and continuously in Greece for at least five (5) years immediately prior to the submission of the application, and at the same time meet specific conditions cumulatively. Periods of absence of less than twelve (12) consecutive months that do not exceed a total of eighteen (18) months do not affect the uninterrupted 5-year stay.

Firstly,  sufficient income is required to cover the basic needs of the applicant and his/her fmily, without reliance on the social security system. The minimum amount required corresponds to the annual minimum wage, increased by 10%. The financial contribution of the family members may also be taken into account in the calculation.

Secondly, it is necessary to have public health insurance, which covers both the applicant themselves and their dependent family members.

Thirdly, the conditions for social inclusion must be met. This means either the existence of another form of permanent residence (such as a Greek family member), or the possession of an expatriate card, or proof of sufficient knowledge of the Greek language, as well as basic elements of Greek history and culture.

This knowledge can be demonstrated by various recognized qualifications, such as:

  • A high school diploma from a Greek school (at least compulsory education),
  • A high school diploma from Greek high schools abroad,
  • Bachelor's degree from recognized Greek language departments of universities abroad,
  • Certificate of Greek proficiency of at least B1 level, issued in accordance with Presidential Decree 363/1998 (A' 242),
  • Special certificate of knowledge of the Greek language and cultural elements, through examinations conducted by the General Secretariat for Vocational Education and the Center for the Greek Language,
  • Certificate of Competence for Naturalization
  • Copy of the Permanent Residence Card as a family member of a Greek citizen,
  • Previous legal residence permits, which show a twelve-year residence in Greece at the time of submission of the application.

Time Exceptions and Special Arrangements

In the five-year assessment, the period during which the applicant was under temporary residence or resided in Greece under the Vienna Convention on Diplomatic Relations (1961) is not counted. In addition, periods of residence for studies or vocational training are calculated by only half.

For beneficiaries of international protection, the legislation provides that either half of the time from the submission of the asylum application to the granting of the relevant status is taken into account, or the entire period, if it exceeds 18 months.

It is worth pointing out that the holder of long-term resident status loses his right to maintenance if he is absent from the European Union for a period of 12 consecutive months or more.

Duration and renewal of the permit

The long-term resident's residence permit has a duration of five years and is renewed each time for another five (5) years, provided that the stipulated conditions continue to be met.
